Pacific States Marine Fisheries Commission (PSMFC) is seeking to contract a vendor to develop a mobile electronic logbook for vessels participating in federal groundfish fisheries in the West Coast region using non-trawl gear. This mobile application will initially be for smart phones with likely future development for tablet and laptop. The application will allow vessel captains to record information about the timing and locations of where their gear is set in addition to catch information. Data must be stored locally when the vessel is outside of Wi-Fi or cellular networks. The application must be fully field tested and a production version ready for deployment in the fleet by December 1, 2022. While this current RFP is for the development of a smart phone app, it is anticipated that the electronic logbook will be expanded for tablet and laptop platforms.

The first objective of the proposed project is to (i) develop a SAM for each of the six BCAs and (ii) develop a
multi-regional SAM (MRSAM) for each of the six BCAs. Five regions will be specified in each of the six
MRSAMs: a BCA in SW, rest of SW (RSW), rest of Alaska (RAK), West Coast (WC), and rest of US (RUS). The
second objective is to develop single-region and multi-regional economic models including SAM models and
computable general equilibrium (CGE) models using the SAMs and MRSAMs. In developing the SAMs/
MRSAMs, the contractor will need to combine non-seafood data from IMPLAN with seafood industries’
data from the surveys and interviews recently completed. Results from these models will be useful for
fishery managers and others who are interested in understanding the economic impacts of fishery

The project will be in collaboration with the National Marine Fisheries Service (NMFS). The timeline for the project will be approximately September 16 through September 28 and will require three chartered vessels. These dates are subject to change based upon weather, logistical, or other contingencies. Mobilization for the charters is scheduled for September 16-17 and is tentatively planned to occur in Oxnard, CA. The Pacific States Marine Fisheries Commission (PSMFC) intends to charter one vessel to participate in a project looking to examine if artificial light can enhance the escapement rates of Chinook salmon out an open escape window bycatch reduction device (BRD) in a Pacific hake trawl. This project seeks to conduct 10 sample days (depending on vessel charter rate) between 15 May and 31 August 2013. Data on Chinook salmon escapement will be collected using two autonomous, high-resolution, low-light, color video camera systems. The number of tows conducted per day will be determined by catch rates, weather, and other logistical concerns. The port used for mobilization and demobilization will be determined once a contractor has been selected. The mobilization time is necessary for loading gear, setting up equipment, and orienting the scientific crew with the vessel. The demobilization time frame will include offloading the scientific gear brought aboard the vessel during the project. The National Marine Fisheries Service (NMFS) has proposed to list Arctic ringed seals and the Beringia distinct population segment (DPS) of bearded seals as threatened under the Endangered Species Act (ESA). Section 4(a)(3) of the ESA requires that, to the extent practicable and determinable, critical habitat be designated concurrently with the listing of a species. If critical habitat is not determinable at that time, NMFS may take up to one additional year from the date when the final rule to list a species is due to designate critical habitat (should ringed and bearded seals be listed, this date would be June 10, 2013).

Pacific States Marine Fisheries Commission (PSMFC) intends to charter one purse seine vessel to participate in a fisheries research project investigating the distribution and abundance of sub-yearling Chinook salmon north and south of the Columbia River. This request for proposal (RFP) is to review the technical expertise, pricing
structure and cost for potential contractors. The work will be to conduct ongoing fishing
effort surveys through use of state electronic fishing license frames in California, Oregon
and Washington. Occasionally, economic surveys may also be conducted using the
angler license frame or additional angler contact information collected by other surveys
in the field. The surveys are to be conducted primarily by telephone, but may include
internet options for some surveys. The successful contractor will be utilized to conduct
the various telephone surveys needed by PSMFC in its partnership with its member state
fishery agencies in managing their marine fisheries for the next 3-4 years.

The Pacific States Marine Fisheries Commission (PSMFC) successfully deployed the E-Ticket and Compliance Monitor applications into the production environment on January 11, 2011 enabling electronic data submissions of West Coast commercial fisheries landing data. The North Pacific Fishery Management Council developed the Bering Sea and Aleutian Islands (BSAI) Crab Rationalization Program over a 6-year period to accommodate the specific dynamics and needs of the BSAI crab fisheries. The BSAI Crab Rationalization Program is comprised of a number of novel aspects, and the North Pacific Fisheries Management Council (Council) is interested in ensuring that it will be able to adequately assess the impact of the Program and future management changes on affected parties. Therefore, the Council specified that a mandatory economic data collection program be developed to provide employment, cost, and sales data necessary to understand the economic performance of harvesters and processors participating in BSAI crab fisheries. Annual Economic data reports (EDRs) that collect quantitative financial information about harvesters' and processors' crab operations were specifically developed for the crab fisheries. Completion and submission of EDR forms are required as a condition of permit renewal and continued participation in the crab fishery since the program was implemented in 2005.

Managers of the West Coast groundfish fishery need reliable information on discarded catch in order to assess and account for total fishing mortality and to evaluate the effectiveness of management measures, including rebuilding plans for depleted stocks. During the past decade, trip limits for West Coast groundfish vessels have been substantially reduced, and trip limits have been applied to increasing numbers of species. If discard mortality is higher than currently projected, then overall fishing mortality rates will likely be higher than sustainable levels. Without current and ongoing information on the levels of catch and discard in the fishery, managers may be either overfishing or missing harvest opportunities by wide margins.

Pacific States Marine Fisheries Commission (PSMFC) intends to charter a stern trawling fishing vessel engaged in the Pacific whiting fishery to participate in a fisheries research project testing a Bycatch Reduction Device (BRD) designed to reduce Chinook salmon, Oncorhynchus tshawytscha, and rockfish, Sebastes spp., bycatch. This project will be a collaborative study between the PSMFC, the National Oceanic and Atmospheric Administration (NOAA)-National Marine Fisheries Service (NMFS), and the west coast Pacific whiting fishing industry. PSMFC and NMFS will be responsible for designing the project and providing any supplies needed to modify the BRD for the experiment. PSMFC and NMFS will provide all scientific equipment. This research charter will be conducted over two chartered trips totaling no more than 8 to 10 days at sea: one prior to the opening of the shore-based sector of the Pacific whiting fishery, and the other after the closure of the shore-based sector of the Pacific whiting fishery. One chartered vessel will be required. The actual days at sea are subject to change based upon weather, sampling logistics, and/or contingencies. Mobilization and demobilization will be conducted in Newport, OR. The mobilization time is necessary for completing the following: (1) loading gear, (2) planning use of deck space, (3) setting up electronics, and (4) orienting the scientific crew with the vessel. The demobilization time frame will include offloading and packing of scientific gear brought aboard the vessel for the project.

Pacific States Marine Fisheries Commission (PSMFC) has obtained funding from the California Ocean Protection Council (OPC) to assist the California Department of Fish and Game (Department) in conducting an instream flow study in the Big Sur River and lagoon in Monterey County. PSMFC will subcontract a portion of this funding to a qualified firm to conduct portions of both Tasks 1 (Lagoon Assessment) and 2 (Habitat Suitability), including the progress reports and final reports, as outlined in Section 2.3 below. As state and regional organizations attempt to enhance efforts to prevent the continued spread of zebra mussels (Dreissena polymorpha) and quagga mussels (Dreissena rostriformis bugensis) in the West, uncertainty remains about protocols intended to eliminate live larval and adult mussels from contaminated watercraft. In September 2009, the Western Regional Panel on Aquatic Nuisance Species (WRP) adopted the “Recommended Uniform Minimum Protocols and Standards for Watercraft Interception Programs for Dreissenid Mussels in the Western United States.” The protocols and standards recommended in this document are directed at preventing the inadvertent transfer of quagga/zebra mussels from areas where they are currently present to unaffected waters on trailered watercraft and equipment, and largely rely on use of hot water and pressure washing equipment to kill and remove all visible mussels (live and dead) and veligers from all areas of the watercraft, engine, trailer, and equipment. This project focuses on sampling of the recreational for‐hire fleet targeting North Pacific albacore and other highly migratory species (HMS) from ports on the U.S. west coast. The objective of the project is to design a data collection pilot program that would employ onboard observers, enhanced dockside sampling, or a combination of both to determine what long‐term modifications to current sampling programs would be necessary to produce more reliable estimates of catch and effort from the fleet.

This project will evaluate the quantity, quality, distribution, and sources of existing coarse sediment and spawning gravel supplies, to determine if spawning gravel augmentation is needed in the Shasta River and tributaries. Based on the results of this evaluation, the project will develop a Spawning Gravel Enhancement and Monitoring Plan that recommends spawning gravel restoration or enhancement actions, identifies potential spawning gravel augmentation locations, specifies augmentation methods and volumes, develops sediment composition specifications, and recommends initial augmentation sources and frequencies. The Plan will evaluate the need for spawning habitat structures to enhance and/or retain existing gravel supplies and, if deemed necessary, recommend at least five priority stream reaches where spawning gravels should be augmented. Where river access is available, the Plan should encompass the following reaches: the Shasta River Canyon, Yreka Creek, Shasta River from Dwinnell Dam to Hwy A12, Parks Creek, Big Springs Creek, the Little Shasta River, and the mouth of Julian Creek.

The Pacific States Marine Fisheries Commission (PSMFC) and California Department of Fish and Game (CDFG) are seeking an engineering consultant to submit a competitive bid to develop an irrigation efficiency study for the Shasta Springs Ranches. The purpose of the study will be to identify potential opportunities to reduce surface water use on the Shasta Springs Ranches. These potential water savings will provide a basis for negotiations to increase in‐stream flows in the Shasta River and Parks Creek to benefit salmon and steelhead. The properties are located approximately 4 miles below Lake Shastina, in Siskiyou County. The project will include an analysis of surface water and groundwater diversions on the Shasta Springs Ranches. The study will result in recommendations for modifying irrigation practices based on the premise that opportunities exist to maintain ranch productivity; allow the ranch to remain profitable and reduce, if possible, surface water diversions from the Shasta River and Parks Creek; which may make water available to improve conditions for fish.

Pacific States Marine Fisheries Commission (PSMFC), in cooperation with the National Marine Fisheries Service, Alaska Fisheries Science Center and Regional Office (NMFS) and the International Pacific Halibut Commission (IPHC), proposes to contract for the recruitment, selection, employment, supervision and deployment of 4 to 8 NMFS-certified groundfish observers to assist in research being conducted in the Bering Sea and Gulf of Alaska on halibut longline vessels. The project will be conducted in the Gulf of Alaska in April and May 2008 and in the Bering Sea in July and August 2008, with two vessels fishing concurrently in each location. The total observer coverage needed is expected to be approximately 16 observer months, subject to research requirements.
The goal of this study is to compare and evaluate the effectiveness of electronic monitoring (EM) and the currently utilized National Marine Fisheries Service (NMFS), North Pacific Groundfish Observer Program (NPGOP) monitoring methods to operate effectively in a commercial longline (hook-and-line) setting. The PSMFC has already completed a cost earnings survey of the West Coast limited entry fleet. The Limited Entry survey attempted to conduct in-person interviews with the owners of the approximately 300 limited entry commercial fishing vessels active on the West Coast, and obtained a response rate of about 70%. The open access groundfish and salmon survey, which is the subject if this Request For Proposals, will cover the much larger open access groundfish and salmon fleet, which consists of 1,352 vessels which do not have limited entry permits and made trips during the 2005-6 period targeting groundfish and/or salmon.
