CLOSED: Alaska Fisheries Catch Accounting System II RFP

Pacific States Marine Fisheries Commission (PSMFC) seeks a contractor to develop a new version of the Catch Accounting System (CAS II) for the National Marine Fisheries Service (NMFS) Alaska Region (AKR). In consultation with AKR staff, the contractor will perform all related duties pertaining to the development effort, including project management, design, development, testing, implementation, and documentation of the new system.

Feb. 19, 2013 alt text CLOSED: Bottom Trawl Vessel Needed for Testing a Pacific Halibut Excluder RFP

The Pacific States Marine Fisheries Commission (PSMFC) intends to charter one vessel to participate in a research project testing a flexible sorting grid Pacific halibut excluder in the west coast groundfish bottom trawl fishery. This project will be a collaborative study between the PSMFC, the NOAA Fisheries-Northwest Fisheries Science Center-Habitat and Conservation Engineering group (NWFSC-H&CE), and the west coast groundfish fishing industry.

Feb. 15, 2013 alt text CLOSED: RECFIN Mobile Data Collection Application Development and Implementation RFP

The purpose of this Request for Proposals (RFP) is to procure the professional services of a mobile application developer to create an application for entry of face-to-face survey interview data from recreational fishing anglers at the conclusion of their trip. Currently PSMFC’s samplers conduct these interviews and record the responses on paper. This application will be a prototype to replace that method, resulting in a more efficient, accurate, and timely data collection system.

Feb. 1, 2013 alt text CLOSED: Economic Analyses of Critical Habitat Designations for Arctic Ringed Seals and the Beringia Distinct Population Segment of Bearded Seals RFP

The National Marine Fisheries Service (NMFS) has proposed to list Arctic ringed seals and the Beringia distinct population segment (DPS) of bearded seals as threatened under the Endangered Species Act (ESA). Section 4(a)(3) of the ESA requires that, to the extent practicable and determinable, critical habitat be designated concurrently with the listing of a species. If critical habitat is not determinable at that time, NMFS may take up to one additional year from the date when the final rule to list a species is due to designate critical habitat (should ringed and bearded seals be listed, this date would be June 10, 2013).

Under the direction of, and in close coordination with, the Regional Economist, NMFS –Alaska Region, the Contractor shall perform (i) three principal tasks with respect to Arctic ringed seals, 5 (ii) three principal tasks with respect to the Beringia DPS of bearded seals, and (iii) one principal task with respect to Arctic ringed seals and the Beringia DPS of bearded seals combined.

Pacific States Marine Fisheries Commission (PSMFC) seeks a contractor to provide software engineering support, and related duties, to the Interagency Electronic Reporting System (IERS). The purpose of the IERS is to support timely and accurate reporting, data retrieval, and information access for management of fisheries off Alaska.
