Pacific States Marine Fisheries Commission (PSMFC), in cooperation with the National Marine Fisheries Service, Alaska Fisheries Science Center and Regional Office (NMFS) and the International Pacific Halibut Commission (IPHC), proposes to contract for the recruitment, selection, employment, supervision and deployment of 4 to 8 NMFS-certified groundfish observers to assist in research being conducted in the Bering Sea and Gulf of Alaska on halibut longline vessels. The project will be conducted in the Gulf of Alaska in April and May 2008 and in the Bering Sea in July and August 2008, with two vessels fishing concurrently in each location. The total observer coverage needed is expected to be approximately 16 observer months, subject to research requirements.
The goal of this study is to compare and evaluate the effectiveness of electronic monitoring (EM) and the currently utilized National Marine Fisheries Service (NMFS), North Pacific Groundfish Observer Program (NPGOP) monitoring methods to operate effectively in a commercial longline (hook-and-line) setting. This is a cooperative study with the NMFS, International Pacific Halibut Commission (IPHC), Pacific States Marine Fishery Commission (PSMFC), and the commercial fishing industry.
Jan. 4, 2007 CLOSED: OA SurveyThe Pacific States Marine Fisheries Commission (PSMFC), in cooperation with NOAA Fisheries, is conducting a cost earnings survey of the West Coast open access groundfish and salmon fleet through this request for proposals (RFP). The PSMFC has already completed a cost earnings survey of the West Coast limited entry fleet. The Limited Entry survey attempted to conduct in-person interviews with the owners of the approximately 300 limited entry commercial fishing vessels active on the West Coast, and obtained a response rate of about 70%. The open access groundfish and salmon survey, which is the subject if this Request For Proposals, will cover the much larger open access groundfish and salmon fleet, which consists of 1,352 vessels which do not have limited entry permits and made trips during the 2005-6 period targeting groundfish and/or salmon.
Jan. 4, 2007 CLOSED: Request for Proposal PSMFC - DJ Warren Nov 3, 2006The Mitchell Act EIS will analyze the impacts of NOAA Fisheries Service’s allocation and distribution of Mitchell Act funds for hatchery operations. The EIS will also analyze environmental effects associated with NOAA Fisheries Service’s Endangered Species Act determinations on hatchery programs supported through the Mitchell Act. The socioeconomics work will begin in Mid-December, 2006.
Nov. 3, 2006 CLOSED: UltrasonicThe Captain and crew of the vessel selected will assist in the deployment and retrieval of an underwater camera outfitted with a video system and oceanographic sensors. The equipment mounted on the trawl provides lighted video and ultrasonic video data to a monitor and associated computer equipment mounted in the vessel’s cabin.
