Manufacture of PIT Tag Antennas for the John Day Lock and Dam Fish Ladders

The purpose of this Request for Proposals (RFP) is to procure the professional services of a manufacturer to build PIT tag antennas. These antennas will collect data in both of the (currently unmonitored) fish ladders at John Day Dam.

PSMFC is seeking proposals to build and test PIT tag antennas and build guides for concrete preparation. The successful respondent must have experience in PIT tag antenna design, development, testing, implementation, and maintenance as well as a proven track record for the consideration of future needs and functionality.

Pacific States Marine Fisheries Commission is seeking one qualified firm to provide fishery management
data service support. This firm will support the National Marine Fisheries Service and its mission of
sustainable fisheries management and its management of protected species and healthy marine habitats in
Alaska. Contractor support, through a labor hour contract, is sought to increase capacity of fishery
management systems for NMFS. Support will include maintenance of and improvements to fisheries
management applications, and associated technical support. All work under this contract shall be
completed by June 30, 2016.

Acoustic Assessment of the Distribution and Abundance of Widow Rockfish

Pacific States Marine Fisheries Commission (PSMFC) intends to charter a vessel to
participate in a pilot research project to examine the distribution and abundance of
widow rockfish at selected survey sites off of Oregon and Washington. This project
will be in collaboration with the National Marine Fisheries Service (NMFS). NMFS and
PSMFC will be responsible for the Project Design and will provide all necessary
scientific deck equipment. The Contractor, will support the scientific operations as the
Project Design requires. The project will take place in a late February to early April
2015 window, depending upon coordinating the project between the scientific crew
and vessel availability. Mobilization and demobilization for the charter will be
conducted from Newport, OR. The goal is to complete up to 21 sampling days.

Wholesale Market Profiles for Alaska Federal Fisheries

The output of this project will be a dossier entitled Wholesale Market Profiles for Alaska Federal
Fisheries
that gives qualitative and quantitative descriptions of the wholesale markets for vital
North Pacific fisheries products. This product will include figures, tables, and text illustrating the
current and historical status of these markets.
The scope of the analysis should include global,
international, regional and domestic wholesale markets to the extent they are relevant for a given
product. To the extent practicable for a given product, the analysis should address: product value
(revenues), quantities, prices, market share, supply chain, import/export markets, major
participants in the markets, product demand, end-use, current/recent issues (e.g., certification),
current/recent news, and future prospects. The analysts are not constrained to the topics
previously listed and are encouraged to propose other substantive topics that might be relevant to
a given wholesale product market.

The primary objective of the proposed project is to develop a survey instrument and supporting document(s) to be subsequently administered through a contractually unrelated project in which the instrument will be used to elicit regional economic information from fish harvesting vessels; and conduct key informant interviews with seafood processors and local businesses supplying inputs to the seafood industries in the Southwest Alaska region. For context, the data collected through key informant interviews from this project and through the survey instrument developed here will ultimately be combined with IMPLAN data to develop regional economic models for estimating borough and census area (BCA)-level economic impacts of various fishery management actions.
