data service support. This firm will support the National Marine Fisheries Service and its mission of
sustainable fisheries management and its management of protected species and healthy marine habitats in
Alaska. Contractor support, through a labor hour contract, is sought to increase capacity of fishery
management systems for NMFS. Support will include maintenance of and improvements to fisheries
management applications, and associated technical support. All work under this contract shall be
completed by June 30, 2016.

RecFIN Database MS-SQL Migration/Transition Data Tools Development

It is the intent of this Request for Proposals (RFP) and resulting contract to establish an agreement for
the professional services of a Microsoft SQL/Visual Studio developer to assist in our transition to a MS-
SQL database by developing the tools for users to access RecFIN data to run query reports, download
data for analysis and upload state data updates through a website interface utilizing SQL Server
Reporting Services (SSRS) or a similar, compatible reporting package. Currently the data is stored in a series of SAS files. The tools to interact with the data are in need of a modernized update to make them
more intuitive and flexible enough to allow users to get exactly what they need in a timely manner. The
data structure of the supporting Microsoft SQL database will be in place to work with at the onset of this
contract.

Vessel Needed for Codend Selectivity Study in the Groundfish Bottom Trawl Fishery

The Pacific States Marine Fisheries Commission (PSMFC) intends to charter one vessel to
participate in a research project seeking to examine the size-selection characteristics
between 4.5” and 5.0” T90 mesh, and 4.5” diamond mesh codends (BK measurements)
and evaluate their efficacy at reducing discards of juvenile rockfishes and sablefish, and
unmarketable-sized fishes in the west coast groundfish bottom trawl fishery. T90 mesh is
conventional diamond mesh that has been turned 90 o in orientation. This project seeks to
conduct 12 sample days (depending on charter rate) between 15 April and 30 September
2015. PSMFC will be responsible for designing the project and providing all scientific
equipment needed for the project. The Contractor agrees to furnish a vessel, crew, bottom
trawl, and all additional gear necessary for bottom trawling for groundfish species. PSMFC
will supply the codends to be tested. The Captain and crew must be available during all
scientific operations. In order to ensure full use of each sample day, the captain and crew
should make any necessary transit arrangements in order to begin fishing operations at the
start of each sample day. All fishing will occur during daylight hours.

Acoustic Assessment of the Distribution and Abundance of Widow Rockfish

Pacific States Marine Fisheries Commission (PSMFC) intends to charter a vessel to
participate in a pilot research project to examine the distribution and abundance of
widow rockfish at selected survey sites off of Oregon and Washington. This project
will be in collaboration with the National Marine Fisheries Service (NMFS). NMFS and
PSMFC will be responsible for the Project Design and will provide all necessary
scientific deck equipment. The Contractor, will support the scientific operations as the
Project Design requires. The project will take place in a late February to early April
2015 window, depending upon coordinating the project between the scientific crew
and vessel availability. Mobilization and demobilization for the charter will be
conducted from Newport, OR. The goal is to complete up to 21 sampling days.

The output of this project will be a dossier entitled Wholesale Market Profiles for Alaska Federal
Fisheries
that gives qualitative and quantitative descriptions of the wholesale markets for vital
North Pacific fisheries products. This product will include figures, tables, and text illustrating the
current and historical status of these markets.
The scope of the analysis should include global,
international, regional and domestic wholesale markets to the extent they are relevant for a given
product. To the extent practicable for a given product, the analysis should address: product value
(revenues), quantities, prices, market share, supply chain, import/export markets, major
participants in the markets, product demand, end-use, current/recent issues (e.g., certification),
current/recent news, and future prospects. The analysts are not constrained to the topics
previously listed and are encouraged to propose other substantive topics that might be relevant to
a given wholesale product market.
