CLOSED: Pacific States Marine Fisheries Commission Oracle Support RFP

It is the intent of this Request for Proposals (RFP) and resulting contract(s) to establish an agreement for professional services to support various Oracle platforms within the PSMFC network. Pacific States Marine Fisheries Commission (PSMFC) currently houses multiple data programs, some of which use Oracle technologies. Furthermore, the level of support varies within those programs. The goal is to attract companies with a strong and varied background in Oracle technologies to augment and improve current PSMFC staff capabilities.

Pacific States Marine Fisheries Commission (PSMFC) intends to charter one stern trawling fishing vessel to participate in a fisheries research project testing a Bycatch Reduction Device (BRD) designed to reduce Pacific halibut, Hippoglossus Stenolepsis, bycatch in the west coast groundfish bottom trawl fishery. This project will be a collaborative study between the PSMFC, the National Oceanic and Atmospheric Administration (NOAA) Fisheries Service-Northwest Fisheries Science Center (NWFSC), and the west coast groundfish fishing industry.

Pacific States Marine Fisheries Commission (PSMFC) intends to charter one midwater trawl vessel engaged in the Pacific whiting, Merluccius productus, fishery to participate in a project testing a Bycatch Reduction Device (BRD) designed to reduce Chinook salmon, Oncorhynchus tshawytscha, and rockfish, Sebastes spp., bycatch. This project will be a collaborative study between the PSMFC, the National Oceanic and Atmospheric Administration (NOAA) Fisheries Service-Northwest Fisheries Science Center (NWFSC), and the west coast Pacific whiting fishing industry.

It is the intent of this Request for Proposals (RFP) and resulting contract to establish an agreement for the professional services for a website developer to redesign the current website and content management system in order to modernize, streamline, and make the PSMFC website more useable, professional, and adaptable for future uses and upgrades. The website redesign is intended to improve the functionality of the website and to provide information and interactivity with members of the organization and the general public.

The Pacific States Marine Fisheries Commission (PSMFC) has successfully deployed a number of distributed Microsoft Access applications including, but not limited to, vessel and scientific logbooks, data capture systems for research data, applications, query tools and user interfaces to support reporting these data and the E-Ticket and Compliance Monitor applications which went into the production environment on January 11, 2011 enabling electronic submission of West Coast commercial fisheries landing data.
