Vessel Needed for Dungeness Crab Longline Gear Configuration Study

The PSMFC intends to charter 1 to 2 Dungeness crab vessels (depending on charter rate) to test the efficacy of fishing longline-configured crab pots. If the project
budget cannot cover the charter costs of 2 vessels, then 1 vessel will be selected.Working directly with fishers, this project expects to identify configurations oflongline gear that can reduce the number of vertical lines in the water, and that can be easily applied to normal fishing operations. This project looks to fish upwards to 200 Dungeness crab pots (longline configured) per fishing trip across 5 fishing trips. However, the number of trips to be made may change depending on the charter ratesreceived. We also look to fish upwards to 200 Dungeness crab pots (single-pot rigged) per fishing trip to conduct a catch comparison analysis between the two gear configurations. If the size and layout of the charter vessel(s) is unable to handle this number of pots, then fewer pots will be fished. The duration of each fishing trip is anticipated to be 2 days. The timeline to complete this work is between 15 April and14 August 2025. Fishing will occur off the Oregon coast in depths upwards to 100 fathoms. The PSMFC has an Oregon Scientific Take Permit that will allow this research to fish longline-configured crab pots and at depths outside of 40 fathoms during the month of May.

Supporting Commercial Fishing Industry Transition to Marked Fishing Line on the West Coast: Purchase and Distribution of Line

West Coast commercial fisheries have experienced higher levels of unintended species entanglements over the last decade. Fisheries managers at the state and federal level are implementing regulatory changes to require marked fishing line so that the root source of entangled species entanglements may be quantified and evaluated. Multiple sectors of commercial ocean fisheries are currently working to meet new requirements for marked fishing line. The color pattern of line and rigging configurations are determined by the regulatory agency for each sector. While there are multiple ways to meet the marked line requirement in terms of method of marking (including external marks that can be applied after
manufacture and rigging of line), this RFP is considering manufactured line only, for which the color is an integral part of the fibers of the line itself.

PSMFC is seeking proposals for line purchase and distribution to fishermen, specifically for the California Commercial Dungeness Crab Fleet and California Department of Fish and Wildlife (CDFW) line-marking requirements. The CA Dungeness crab fleet includes 500+ permits and each permit will be evaluated by the CDFW for eligibility to receive a one-time distribution of free line to help transition the fleet (and conversion costs) to using marked line in the fishery. This distribution will include a major push to equip the fleet prior to the start of the 2025-2026 fishing season (which starts November 15, 2025). The PSMFC will work closely with the Contractor (entity that is selected from this RFP) throughout the program to ensure that there is appropriate date, time, location opportunities for eligible Recipients to pick-up their allotment of free line at a centralized distribution location. The Vendor is the line manufacturer, as proposed and agreed upon in the contract. While this RFP and submitted proposals should focus on the California Commercial Dungeness Crab Fleet needs, there is a possibility that in the near future this RFP may be expanded to purchase marked line for other fisheries sectors.

Pacific States Marine Fisheries Commission (PSMFC) has a requirement for a fishing vessel to conduct a mid-water to near-surface pelagic trawl survey of juvenile salmonids and associated fishes, neuston, plankton, and other biological and physical oceanographic measurements off Washington, Oregon, and Northern California. The PSMFC will supply the trawl net and doors and all other scientific equipment. All charters will begin or end in Astoria, OR. However, other ports (e.g., Port Angeles, WA) may be used if both parties (Contracting Officer and Contractor) agree to the change. The same is true if Option days are exercised.

Support and Facilitation of Klamath Basin MOU Group

The Feather River Program was established in 1996 to provide fishery data required by the Federal Energy Regulatory Commission (FERC) relicensing for the Oroville Facilities and to inform Endangered Species Act Biological Assessments required for operation of the State Water Project. Since its inception the Feather River Program has provided a substantial body of valuable information, including peer-reviewed published manuscripts and numerous DWR technical reports related to CV steelhead, spring and fall run Chinook salmon, and green sturgeon.

The California DWR Feather River Program (FRP) conducts fisheries research, monitoring, and restoration in the Lower Feather (LFR) North Fork Feather River (NF) and Yuba Rivers (YR) in compliance with federal and state ESA regulatory requirements. PSMFC supports FRP with staff and the fisheries management data required for CDFW, USFWS, and NOAA Fisheries.

The Pacific States Marine Fisheries Commission (PSMFC) maintains multiple databases that integrate and consolidate fisheries-dependent and independent data from various state and federal agencies, as well as other data sources, to support fisheries management goals and objectives in Alaska, the West Coast, and the Pacific Islands. PSMFC programs associated with these databases include the four Fisheries Information Networks (FIN), namely the Alaska Fisheries Information Network (AKFIN), Pacific Fisheries Information Network (PacFIN), Western Pacific Fisheries Information Network (WPacFIN) and Pacific Coast Recreational Fisheries Information Network (RecFIN). The information within these databases are used extensively by fishery managers, analysts, and scientists to assess existing management policies, as well as to promote the advancement of new policies to manage the public’s fishery resources.

Pacific States Marine Fisheries Commission is seeking to subcontract with an information technology company to assist with data management systems support, development, analytics, and reporting. The primary areas of work include:

Database support and development: Develop, maintain, and update relational Oracle databases, including database objects, schemas, and scripted procedures. In addition, monitor automated Extract, Transform, Load (ETL) processes and conduct and create routines for data
quality assurance/quality control (QA/QC).

API and web services: Develop, maintain, and update Rest API tools.

Web application support and development: Develop, maintain, and update public and private reports, as well as secure online data query tools. Functionality includes the ability of authorized users to filter and download a variety of reports or data outputs. These Oracle APEX applications and products need to meet data user needs with ongoing technical support to ensure the functionality of all reports, graphics, and related products.

Data analytics: Develop, maintain, and update data processes and products for spatial and artificial intelligence (AI) initiatives in Python, such as data mining, computer vision, natural language processing, and predictive analytics.

Client support: Provide ongoing technical support to FIN programs, web application users, and data users; ensure all tools remain operational and data integrity is maintained; and address critical technical issues rapidly and efficiently; coordinate with FIN staff, data users, and agency staff to determine reporting needs, translate needs into business rules/report logic, design and create online reports, demo reports and products during development, and work with users to alter the reports as additional needs arise; develop detailed documentation of analysis creation, updates and user guides.

The initial contract period for the vendor selected from this RFP will be for one year, with possibility of extension for up to five years.
