Mobilization for the charters is scheduled for September 16-17 and is tentatively planned to occur in Oxnard, CA. Demobilization is scheduled for September 28 and is tentatively planned to occur in Long Beach, CA. A port call is planned for September 23 and will occur in a Southern California port city to be determined based on survey logistics.

The Contractor agrees to furnish a vessel, crew, fuel, and bait necessary for sampling between 20 and 125 fathoms in the Pacific Ocean for shelf rockfish. The Captain and crew for all selected vessels will support the scientific party in the use of hook and line fishing gear deployed via rods and reels. CLOSED: Vessel Assistance Needed for a Project Examining Effect of Artificial Light on Salmon Behavior and Escapement in a Pacific Hake Trawl RFP

Submission deadline passed.

The Pacific States Marine Fisheries Commission (PSMFC) intends to charter one vessel to participate in a project looking to examine if artificial light can enhance the escapement rates of Chinook salmon out an open escape window bycatch reduction device (BRD) in a Pacific hake trawl. This project seeks to conduct 10 sample days (depending on vessel charter rate) between 15 May and 31 August 2013. Data on Chinook salmon escapement will be collected using two autonomous, high-resolution, low-light, color video camera systems. The number of tows conducted per day will be determined by catch rates, weather, and other logistical concerns. The port used for mobilization and demobilization will be determined once a contractor has been selected. The mobilization time is necessary for loading gear, setting up equipment, and orienting the scientific crew with the vessel. The demobilization time frame will include offloading the scientific gear brought aboard the vessel during the project. PSMFC will be responsible for providing all scientific equipment needed for the project. This project will be a collaborative study between the PSMFC, Pacific hake fishing industry, and the NMFS Northwest Fisheries Science Center (NWFSC).

CLOSED: RECFIN Mobile Data Collection Application Development and Implementation RFP

Submission deadline passed.

The purpose of this Request for Proposals (RFP) is to procure the professional services of a mobile application developer to create an application for entry of face-to-face survey interview data from recreational fishing anglers at the conclusion of their trip. Currently PSMFC’s samplers conduct these interviews and record the responses on paper. This application will be a prototype to replace that method, resulting in a more efficient, accurate, and timely data collection system.

CLOSED: Economic Analyses of Critical Habitat Designations for Arctic Ringed Seals and the Beringia Distinct Population Segment of Bearded Seals RFP

Submission deadline passed.

The National Marine Fisheries Service (NMFS) has proposed to list Arctic ringed seals and the Beringia distinct population segment (DPS) of bearded seals as threatened under the Endangered Species Act (ESA). Section 4(a)(3) of the ESA requires that, to the extent practicable and determinable, critical habitat be designated concurrently with the listing of a species. If critical habitat is not determinable at that time, NMFS may take up to one additional year from the date when the final rule to list a species is due to designate critical habitat (should ringed and bearded seals be listed, this date would be June 10, 2013).

Under the direction of, and in close coordination with, the Regional Economist, NMFS –Alaska Region, the Contractor shall perform (i) three principal tasks with respect to Arctic ringed seals, 5 (ii) three principal tasks with respect to the Beringia DPS of bearded seals, and (iii) one principal task with respect to Arctic ringed seals and the Beringia DPS of bearded seals combined.

CLOSED: Re-Posted Young of the Year (YOY) Groundfish RFP

Submission deadline passed.
Re-Posted: Suitable contractor/vessel not obtained during original RFP posting.

Pacific States Marine Fisheries Commission (PSMFC) intends to charter one vessel to participate in a fisheries research project investigating young-of-the-year (YOY) groundfish along the Newport Hydrographic Line (NH-Line) in coordination with ongoing zooplankton surveys in the area. The project will be in collaboration with the National Marine Fisheries Service (NMFS) employees from the Northwest Fisheries Science Center (NWFSC) and Oregon State University.

The timeline for the project will be approximately mid July 2012 through February 2013. These dates are subject to change based upon weather, logistical, or other contingencies. The demobilization time frame will include cleaning, unloading, and packing any scientific gear brought aboard the vessel for the project. Because the research trips are expected to be day trips, mobilization and demobilization will likely occur on the day of the trips. If possible mobilization and/or demobilization may occur the day prior to or the following research trips. In addition, storing some gear on the vessel between trips may occur if the vessel and scientific crew agree to this.

The Contractor agrees to furnish a vessel, crew, fuel, and gear necessary for sampling between 15 and 150 fm (1 – 25 nautical miles offshore) in the Pacific Ocean for young-of-the-year groundfish using a seven-foot video beam trawl system. The Captain and crew for the selected vessel will support the scientific party in the deployment and retrieval of a beam trawl and rough sorting of the samples while at sea.
