Economic Data Reports (EDRs)

The Pacific States Marine Fisheries Commission (PSMFC) is the Data Collection Agent for four Economic Data Report (EDR) collections pertaining to the following federal regulatory programs:

• Bering Sea and Aleutian Islands (BSAI) Crab Rationalization Program
• Amendment 80 to the Bering Sea and Aleutian Islands (BSAI) Fishery Management Plan
• Beginning in 2013, Amendment 91 Bering Sea Chinook Salmon Bycatch Management Data Collection
• Gulf of Alaska (GOA) Trawl Economic Data Report Program

The purpose of economic data collections is to aid the North Pacific Fishery Management Council (NPFMC) and National Oceanic and Atmospheric Administration (NOAA) Fisheries Service in assessing the success of these programs and to develop program changes as needed.  The Economic Data Reports (EDRs), collected annually from the harvesting and processing sectors, contain cost, revenue, ownership and employment data. The data is used to study the economic impacts of the programs on harvesters, processors, and communities.

Participation in the data collection programs is mandatory for all participants in these fisheries.

Process and Benefits

These data collection programs substantially reduce the analytical difficulties that were encountered in the past when attempting to examine the effects of the halibut/sablefish IFQ program and the American Fisheries Act. The annual EDRs for each fishery were designed to capture economic data on an annual basis at the conclusion of the calendar year.
