Sturgeon Fishing Guide Tagging Program

Pacific States Marine Fisheries Commission (PSMFC) is seeking up to eight (8) participating sturgeon fishing charter Captains/Guides (also referred to as “Contractor” or “Offeror”) to collect data on and implant Passive Integrated Transponders (PIT) tags into all White Sturgeon caught and released during regularly scheduled charter operations.

PSMFC is seeking proposals for line purchase and distribution to fishermen, specifically for the California Commercial Dungeness Crab Fleet and California Department of Fish and Wildlife (CDFW) line-marking requirements. The CA Dungeness crab fleet includes 500+ permits and each permit will be evaluated by the CDFW for eligibility to receive a one-time distribution of free line to help transition the fleet (and conversion costs) to using marked line in the fishery. This distribution will include a major push to equip the fleet prior to the start of the 2025-2026 fishing season (which starts November 15, 2025). The PSMFC will work closely with the Contractor (entity that is selected from this RFP) throughout the program to ensure that there is appropriate date, time, location opportunities for eligible Recipients to pick-up their allotment of free line at a centralized distribution location. The Vendor is the line manufacturer, as proposed and agreed upon in the contract. While this RFP and submitted proposals should focus on the California Commercial Dungeness Crab Fleet needs, there is a possibility that in the near future this RFP may be expanded to purchase marked line for other fisheries sectors.

Pacific States Marine Fisheries Commission (PSMFC) has a requirement for a fishing vessel to conduct a mid-water to near-surface pelagic trawl survey of juvenile salmonids and associated fishes, neuston, plankton, and other biological and physical oceanographic measurements off Washington, Oregon, and Northern California. The PSMFC will supply the trawl net and doors and all other scientific equipment. All charters will begin or end in Astoria, OR. However, other ports (e.g., Port Angeles, WA) may be used if both parties (Contracting Officer and Contractor) agree to the change. The same is true if Option days are exercised.

The Alaska Fisheries Science Center (AFSC) and Pacific States Marine Fisheries Commission (PSMFC) are requesting proposals for assistance with a push-to-web survey research project that collects information to estimate the economic value of recreational saltwater fishing trips in Alaska, in order to understand the factors that affect participation in, and demand for, these trips by Alaska resident and non-resident anglers. The web-based survey will collect stated and revealed preference information to allow estimation of recreational fishing demand and to assist in understanding angler preferences for different types of saltwater fishing opportunities.
