Pacific States Marine Fisheries Commission (PSMFC) intends to charter one midwater trawl vessel engaged in the Pacific whiting, Merluccius productus, fishery to participate in a project testing a Bycatch Reduction Device (BRD) designed to reduce Chinook salmon, Oncorhynchus tshawytscha, and rockfish, Sebastes spp., bycatch. This project will be a collaborative study between the PSMFC, the National Oceanic and Atmospheric Administration (NOAA) Fisheries Service-Northwest Fisheries Science Center (NWFSC), and the west coast Pacific whiting fishing industry.

The Pacific States Marine Fisheries Commission (PSMFC) Commercial Fisheries Program (CFP) intends to contract with one or more firms on an as needed basis to provide professional staffing support to PSMFC CFP to fill job titles in a range of technical and nontechnical positions including, but not limited to, Information Technology, Sciences, Statistics and/or Mathematics, Economics and other social sciences, field staff and support positions. These positions are typically located within the 5 State boundaries of the PSMFC member States of Alaska, Idaho, California, Oregon and Washington.

It is the intent of this Request for Proposals (RFP) and resulting contract(s) to establish an agreement for professional services to support various Oracle platforms within the PSMFC network. Pacific States Marine Fisheries Commission (PSMFC) currently houses multiple data programs, some of which use Oracle technologies. Furthermore, the level of support varies within those programs. The goal is to attract companies with a strong and varied background in Oracle technologies to augment and improve current PSMFC staff capabilities.

fishing vessel to participate in a fisheries research project testing a Bycatch Reduction
Device (BRD) designed to reduce Pacific halibut, Hippoglossus Stenolepsis, bycatch in the
west coast groundfish bottom trawl fishery. This project will be a collaborative study
between the PSMFC, the National Oceanic and Atmospheric Administration (NOAA)
Fisheries Service-Northwest Fisheries Science Center (NWFSC), and the west coast
groundfish fishing industry.

It is the intent of this Request for Proposals (RFP) and resulting contract to establish an agreement for the professional services for a website developer to redesign the current website and content management system in order to modernize, streamline, and make the PSMFC website more useable, professional, and adaptable for future uses and upgrades. The website redesign is intended to improve the functionality of the website and to provide information and interactivity with members of the organization and the general public.

The Pacific States Marine Fisheries Commission (PSMFC) has successfully deployed a number of distributed Microsoft Access applications including, but not limited to, vessel and scientific logbooks, data capture systems for research data, applications, query tools and user interfaces to support reporting these data and the E-Ticket and Compliance Monitor applications which went into the production environment on January 11, 2011 enabling electronic submission of West Coast commercial fisheries landing data.

This request for proposal (RFP) is to review the technical expertise, pricing
structure and cost for potential contractors. The work will be to conduct ongoing fishing
effort surveys through use of state electronic fishing license frames in California, Oregon
and Washington. Occasionally, economic surveys may also be conducted using the
angler license frame or additional angler contact information collected by other surveys
in the field. The surveys are to be conducted primarily by telephone, but may include
internet options for some surveys. The successful contractor will be utilized to conduct
the various telephone surveys needed by PSMFC in its partnership with its member state
fishery agencies in managing their marine fisheries for the next 3-4 years.

PSMFC will contract with a single firm to provide the services described herein. Proposals shall fully address the scope of work below and include a description of all deliverables and activities. PSMFC expects to award a contract by July 1, 2011. The contract term shall be for five years and will include services to initially develop an ICAP and train staff to update this plan on an annual basis. The contract may also include options to renew the contract for additional periods of time.

The Pacific States Marine Fisheries Commission (PSMFC) successfully deployed the E-Ticket and Compliance Monitor applications into the production environment on January 11, 2011 enabling electronic data submissions of West Coast commercial fisheries landing data. The predecessor of this system was used in the West Coast whiting fishery for the last four years. PSMFC is seeking proposals to provide continued support for this system as well as enhancements over time.

The North Pacific Fishery Management Council developed the Bering Sea and Aleutian Islands (BSAI) Crab Rationalization Program over a 6-year period to accommodate the specific dynamics and needs of the BSAI crab fisheries. The BSAI Crab Rationalization Program is comprised of a number of novel aspects, and the North Pacific Fisheries Management Council (Council) is interested in ensuring that it will be able to adequately assess the impact of the Program and future management changes on affected parties. Therefore, the Council specified that a mandatory economic data collection program be developed to provide employment, cost, and sales data necessary to understand the economic performance of harvesters and processors participating in BSAI crab fisheries. Annual Economic data reports (EDRs) that collect quantitative financial information about harvesters' and processors' crab operations were specifically developed for the crab fisheries. Completion and submission of EDR forms are required as a condition of permit renewal and continued participation in the crab fishery since the program was implemented in 2005.
