perform the Statement of Work/Specifications. For a description of the terms used

The Pacific States Marine Fisheries Commission (PSMFC) intends to charter one
vessel for 2 sample days to assist in collecting seafloor images across the swept area
of a bottom trawl equipped with midwater trawl doors and elevated trawl sweeps
(termed semi-pelagic trawl). Images of the seafloor will be collected by towing a
sled equipped with DIDSON and video camera equipment. The desired
timeline to completed this work is 01 September to 30 September 2021. This project
will occur off Newport, Oregon. PSMFC will be responsible for designing the
project and providing all scientific equipment needed for the project. The Contractor
agrees to furnish a vessel, crew, and all additional gear necessary for towing the
DIDSON and video camera sled. All data collection will occur during daylight
hours.

Testing a Flexigrid System to Reduce Bycatch of Juvenile Sablefish in the West Coast Groundfish Bottom Trawl Fishery

The Pacific States Marine Fisheries Commission (PSMFC) intends to charter one groundfish bottom trawl vessel for 10 sample days (depending on charter rate) to test a Flexigrid system to reduce bycatch of juvenile sablefish in the West Coast groundfish bottom trawl fishery. The Flexigrid system consists of a double grid system to provide smaller-sized sablefish increased escapement opportunities. The desired timeline to completed this work is between 15 August and 30 October 2021. PSMFC will be responsible for designing the project and providing all scientific equipment needed for the project. The Contractor agrees to furnish a vessel, crew, main wire, and doors necessary for bottom trawling for groundfish species. PSMFC will supply the sweeps, trawl, Flexigrid excluder, and codend. The captain and crew must be available during all scientific operations. To ensure full use of each sample day, the captain and crew should make any necessary transit arrangements to begin fishing operations at the start of each sample day. Vessel Needed for Conservation Engineering Study Evaluating Salmon Excluders in the Bering Sea Pollock Fishery

The Pacific States Marine Fisheries Commission (PSMFC) is interested in chartering a Bering Sea
pollock trawl vessel and crew to conduct a study in 2021 to evaluate the performance of the Rope
Tube & Funnel (RT&F) salmon excluder. This excluder (a bycatch reduction device that allows
fish to escape from the trawl) was developed by the Conservation Engineering group (CE) in the
Midwater Assessment and Conservation Engineering (MACE) Program of the Alaska Fisheries
Science Center (AFSC), in collaboration with industry and science partners. The base charter will
consist of 14 charter days, with an option for the PSMFC to extend the contract for up to 7
additional charter days and for (2) one-year option periods (2022 and 2023). Studies in the option
years would be decided based on future funding.

Near-Surface Pelagic Trawl Survey

Pacific States Marine Fisheries Commission (PSMFC) has a requirement for a fishing vessel to conduct a mid-water to near-surface pelagic trawl survey of juvenile salmonids and associated fishes, neuston, plankton, and other biological and physical oceanographic measurements off Washington, Oregon, and Northern California. The PSMFC may supply the trawl net and doors and all other scientific equipment. All charters will begin in Astoria, OR. However, other ports may be used if both parties (Contracting Officer and Contractor) agree to the change. The same is true if Option days are exercised.
